A well-educated Electorate, being necessary to self-governance in a free State, the right of the people to keep and read Books, shall not be infringed.In consideration to this statement, could any honest person read it and believe that it suggests that the government has the right to restrict access to books, should it find that your having books is a danger to you and others?
